These revised instructions do not wholly satisfy Mr Marsh's observations, as they embody the reaction followed in Hong Kong, with the addition of Sections 33 in accordance with what Sir J. Julyan recommended in his Report on Mauritius &c. The Book are now in force and I have therefore no objection to offer to the adoption of these Rules, which will doubtless be careful for the guidance of the Colony Office as well as for assistance in considering the financial relations with other Colonies, if there should be occasion to do so.
